and toys/play equipment. Preschools may satisfy this requirement by providing CCLD with a list of furniture or equipment used for insurance purposes 2670 . l. Proof Of Control Of Property The applicant must establish that it has control over the facility property. This is established through proof of ownership, such as a copy of the deed or a property-tax bill, or a copy of a lease or rental agreement. 2671 If the property is rented or leased, the name and contact information of the owner must also be provided. 2672 m. Bacteriological Analysis Of Water All child care centers that supply drinking water from a private source must provide evidence establishing the safety of the water. 2673 The inspection and bacteriological analysis must be performed by the local health department, the California Department of Health Services, or a licensed commercial laboratory. 2674 This form need only be completed and submitted to CCLD if the facility’s water is supplied from a well or other private source. 2675 n. Criminal Background Documents The preschool must submit fingerprint cards and requests to check the Child Abuse Registry along with the application. 2676 o. Evidence Preschool Posted Required Signs The preschool must provide evidence to CCLD that it has posted signs at its entrance providing the local health department’s telephone number and information of child passenger restraints systems. 2677 p. Financial Plan Preschools must develop and maintain a financial plan to ensure the resources needed for the care and supervision of the children are available. 2678 Preschools do not, however, need to submit the financial plan to CCLD along with the application. Preschools need only submit this plan upon request. CCLD has the authority to reject any financial report or request additional information to ensure the preschool’s financial stability. 2679 3. T ODDLER C OMPONENT A “toddler component” is an extension of the preschool license permitting children between the ages of 18 and 36 months to attend the preschool. 2680 A preschool may create a toddler program without the need for a separate license. 2681 Applicants or existing child care centers seeking to add a toddler component must submit an amended application which provides a program description, a sketch of the center depicting the toddler component areas, a schedule for outdoor activities, and, if necessary, a fire clearance. 2682 The toddler program must be conducted in areas physically separate from those used by preschool age children and CCLD must approve all plans to alternate use of outdoor play space between toddlers and preschool age children. 2683
